Children's Long Term Care Redesign

ISSUE:

The Children's Long Term Support Committee, with funding and support from the Wisconsin Council on Developmental Disabilities and collaboration with the Department of Health and Family Services, developed a proposal for a comprehensive, parent-directed system of long term support for children. The Committee developed the proposal separate from the Department's Family Care program in recognition of the unique needs of children with long term support needs.

  • Children live in families and rely on their parents for direction and management of any supports or services they need.
  • Children will be more likely to thrive in a family-centered system of support that acknowledges the central role of parents as planners and managers of all needed services.

The Committee has proposed that the Department apply for a flexible Medicaid Waiver from the federal government. The waiver would access federal funds for an array of services designed to maintain children in their own homes.

POSITION:

The Wisconsin Council on Developmental Disabilities supports implementation of the recommendations of the Children's Long Term Support Committee.

LEGISLATIVE INITIATIVES:

The Council supports the following legislative initiatives:

  • Authorize a new flexible 1915C Medicaid Waiver to access more federal funds for children's services and to reduce system complexity.
  • Authorize 4-8 pilot counties in 2001-02 to serve 20% of the eligible children in Wisconsin.
  • Provide state funds to provide services in the pilot counties and for state and county planning and administration of Children's Long Term Care Redesign.

Services First Year:
$1 million, GPR
Second Year: $2.5 million, GPR

Administration
First Year: $300,000, GPR
Second Year: $500,000, GPR

  • Establish a right to service for children with significant long term care needs and provide an assurance of continuity of service for families currently receiving services.
  • Allow children and families to convert from the Community Integration Program and Community Options Program to the new waiver in the pilot counties if they so desire.
