Community Integration Program

ISSUE:

The Community Integration Program (CIP) is a Medicaid Waiver program that allows the use of Medicaid funds for long-term support services in community settings. CIP IA supports people relocated from the three State Centers for the Developmentally Disabled to their home communities. CIP 1B supports individuals relocated or diverted from nursing homes and intermediate care facilities for the mentally retarded.

  • CIP 1A and CIP 1B have been instrumental in reducing the number of people with developmental disabilities living in institutional settings.
  • Both CIP 1A and CIP 1B use multi-tiered rate structures dependent upon the date the individual is discharged from the institution.
  • The average daily rate available for supporting people in community-based settings has been less than half the average daily rate available in institutional settings:

CIP 1A:
Placements before 7/ 1/ 95: $125
Placements 7/ 1/ 95-6/ 30/ 97: $153
Placements 7/ 1/ 97-6/ 30/ 00: $184*

CIP 1B:
Placements 1991-93: $47.38

The average cost of a CIP 1B placement is approximately $80 per day.

  • A CIP 1A rate of $300 per day for new placements would enable most residents of the State Centers to successfully relocate to their communities, allowing the closure of two State Centers.
  • The federal Department of Health and Human Services approved a waiver to the Wisconsin Department of Health and Family Services for a potential of 15,900 participants for the year 2003 at a rate of $240, which is a composite rate of CIP 1a and CIP 1B. Currently, only 9,363 placements have been used, leaving over 6,000 available.

POSITION:

The WCDD supports eliminating the institutional funding bias. The WCDD also supports continuing the voluntary relocation of individuals from institutional-based to community-based settings.

LEGISLATIVE INITIATIVES:

The Council supports the following legislative initiatives:

  • Provide sufficient state funding for the Community Integration Program to capture federal funding for the over 6,000 previously approved placements.
  • Increase the CIP 1A rate for new placements beginning July 1, 2001 to $300 per day. Continue to increase the rate over the next two bienniums as needed to ensure most State Center residents the option of relocating to the community with adequate and appropriate support.
  • Increase the CIP 1A rate for individuals previously placed at the $125 and $153 rate to $160 per day.
  • Increase the CIP 1B rate for new placements beginning July 1, 2001 to $80 per day.
