Community Options Program

ISSUE:

The Community Options Program (COP) is a state-funded program to provide assess-ments, case plans and community services as an alternative to nursing home place-ments for all disability groups as well as the frail elderly. COP-Waiver is a Medicaid Waiver program.

  • COP serves five categories of individuals: frail elderly; developmental disabilities; chronic mental illness; physical disabilities; or chemical dependent.
  • COP-Waiver primarily serves the elderly or people with physical disabilities.
  • Over 3,120 individuals with developmental disabilities were on COP waiting lists for services as of December 31, 1999.

POSITION:

The WCDD supports eliminating the COP waiting lists and keeping people with disabilities out of nursing homes and in their communities.

LEGISLATIVE INITIATIVES:

The Council supports the following legislative initiatives:

  • Implement the waiting list package and fully fund COP.
  • Maintain the five population groups served by COP.
