Specialized Transportation

ISSUE:

The Department of Transportation allocates funds to the Elderly and Disabled Transportation Program (85.21 Program) to help counties provide transportation to individuals with disabilities and the elderly. The 85.21 Program provides primarily medical and nutrition trips. In addition, the Program is also intended to provide grocery, employment, social, and personal trips. The Legislative Council recommended increasing funding of the 85.21 Program by $16 million over the 1995-97 biennium. The Program has received these increases since the recom-mendation was made:

  • 1995-97 biennium: $1.1 million
  • 1997-99 biennium: $1.6 million
  • 1999-01 biennium: $1.9 million

POSITION:

The WCDD believes that accessible transportation is a fundamental need for people with developmental disabilities, and supports fully funding the 85.21 Program to eliminate waiting lists and increase services to include grocery, employment, social and personal trips in every county.

LEGISLATIVE INITIATIVES:

WCDD supports the following legislative initiatives:

  • Double the current funding for the Elderly and Disabled Transportation Program (85.21 Program) with a phase-in increase of $3.75 million in state funds the first year and $7.5 million the second year of the biennium.
