State Centers for the Developmentally Disabled

ISSUE:

The population of individuals with developmental disabilities residing at the three State Centers for the Developmentally Disabled continues to decrease every year. In recent years, proposals have been made to consolidate the three institutions and close one or more State Centers.

The following table illustrates the declining census and rising average individual daily costs (in parenthesis) at each of the three State Centers over the past 30 years. The average individual daily cost is now $400 and it is esti-mated will be over $500 within five years.

POSITION:

The WCDD believes every individual with a developmental disability is able to reside in their home community with the appropriate services and supports.

In addition, the WCDD supports implementation of initiatives to utilize the expertise of the staff of the State Centers in community settings.

LEGISLATIVE INITIATIVES:

WCDD supports the following legislative initiatives:

  • Close two of the three State Centers over the next 3-5 years, with full federal and state funding to adequately and appropriately cover the costs of community services.
