2003-2005 Legislative Platform

Introduction

The Wisconsin Council on Developmental Disabilities was established to advocate on behalf of individuals with developmental disabilities, foster welcoming and inclusive communities, and improve the disability service system. The Council's mission is to help people with developmental disabilities become independent, productive, and included in all facets of community life.

As part of its mission, the Council gathered information from consumers, family members, providers, and others about challenges faced everyday by individuals and families.

The input received by the Council can be summarized in these points:

  • The disability service systems are in serious trouble and need major reform.
  • Institutional care is a well-funded entitlement, while community services are not an entitlement and have long waiting lists.
  • People with severe disabilities would rather live in the community, but services in institutions are generally better funded.

Legislative Platform

The Council's Legislative Platform makes recommendations to solve the problems in the disability service system identified by the public.

The Council pledges to bring these problems and solutions to the attention of policy-makers and work with individuals and organizations to improve the disability service system.
