From the start, Vic always was a passionate advocate for fair, equitable, and effective services for children and their families. It is in this tradition that the Wisconsin Council on Developmental Disabilities is proud to present the fourteenth annual Victor J. Contrucci Outstanding Service Award for 2006 to:

Beth Wroblewski

Beth is well known to be a profoundly sincere, impressively intelligent, and committed manager of Programs for Children with Developmental Disabilities at the Department of Health and Family Services (DHFS). Beth has been on the forefront of cutting edge changes in service delivery, attitudes, and program implementation that have far reaching positive influences within the Department. In her quiet yet persistent way, she makes things happen.

Her experience and commitment to children with disabilities and their families has successfully guided county Birth to 3 Programs into serving children with developmental delays and disabilities in natural environments.

She aptly negotiated to have Children’s Services remain separate from the Family Care redesign, as the needs of children and families are unique and different than those of adults. She has helped, with the teamwork of families, advocates, providers, and other staff, to pioneer and promote the vision of Children’s Long Term Care Redesign.

She successfully pursued, wrote, and is managing three new Home and Community-based Services Waivers for children with mental health, physical, and developmental disabilities.

Beth is a guiding force for the annual Circles of Life Conference for children with disabilities and their families, with more than 500 participants each year.

Congratulations Beth - you deserve great recognition for never diverging from your vision: to provide the best possible family-centered support to children with disabilities and their families.
