Election and Voting Reform

Voting is a fundamental right of citizenship. More and more people with developmental disabilities are voting. Polling places must be able to accommodate people with all types of disabilities.

Polling places must be physically accessible to people with mobility impairments. People with visual impairments have to be able to cast a secret ballot. Poll workers must be trained to respect the right of people with cognitive disabilities to vote.

For voting to be truly meaningful, voters must have a choice of candidates. Campaigns for elected offices are very expensive which discourages people from running for office. Voters did not have a choice in 38% of state legislative races in November 2004.

Legislation to require voters to provide photo identification and proof of their address has been introduced. Backers claim this legislation will reduce fraud. Federal law already mandates a simple system for reducing fraud. The law requires states to create a statewide registration list.

Many people with disabilities do not have photo identification because they do not drive. Providing proof of residency can be difficult for individuals who have all their utility bills and apartment leases signed and handled by a third-party payer.

What is the problem?

The State Elections Board reports that over 50% of polling sites are not physically accessible to people with disabilities. Voters with visual impairments are unable to cast a secret ballot at any polling site in Wisconsin. Poll workers have challenged some voters with cognitive disabilities.

How can it be fixed?

Remove all physical barriers to polling places for people with disabilities and upgrade equipment to allow everyone to cast a secret and independent ballot. Train poll workers on the rights of people with cognitive disabilities to vote.
